Interesting approach by the region of Emilia-Romagna.
They have chosen OpenOffice instead of LibreOffice and are developing extensions for OpenOffice, to help the users to verify if their documents are interoperable with other public administrations.
It is a different approach to the migration, which could be interesting to follow.
