The focus of this edition is Free Software in the public sector: on a
national level within the United Kingdom, in the Italian region of
Bozen, and in the Austrian city of Linz. We introduce a new definition
and of mnemonic Open Standards, and invite you to participate in
upcoming local Free Software events.
Additionally in July Maëlle Costa and Sam Tuke started their
internships. Răzvan Sandu transcribed Richard Stallman's speech from
eLiberatica, Maëlle created a structured web edition [1], and our active
translator Stelios Stavroulakis translated it into Greek. Matthias
Kirchner gave the first in a new series of radio interviews [2]
occurringon the 4th Monday of the each month for the public radio
station 'Dradio Wissen'.
Europe is witnessing an ever increasing number of public administrations
considering the migration to Free Software. Public administration
represents the largest purchaser of software in each EU country, and is
a critically important area of Free Software growth. Increased public
sector use of free software means more money invested in the development
and deployment of Free Software, which ultimately results in greater
quality and quantity of Free Software programs.
In June the Government of Malta asked all their agencies to prefer
Free Software in all future purchases [3]. In their statement they
directly referred to FSF's Free Software definition
== Saving money with Free Software in the UK ==
In the UK, her Majesty’s Treasury asked 60,000 people working for the
government how more savings could be made. They got 60,000 ideas out of
it, processed them and put that into 31 proposals. Two of those
proposals [4] relate to Free Software. They include annulling the
government’s contract with Microsoft to furnish government departments,
and replace their products with Free Software, including GNU/Linux and
OpenOffice. Supporting arguments for the switch included lower costs,
improved security, and the opportunity to create a "more diverse
spectrum of the IT industry, instead of [just] one corporation".
== Public tendering: Bozen reconsiders deal with Microsoft ==
Progress in the public sector of Italy was also made this month, when
the regional government of Bolzano accepted FSFE's request to discuss a
rethink of a plan forged earlier this year to renew and extend their
licenses from Microsoft. On the 25th of May Italian politicians agreed
to spend 2.2 million EUR over the next three years on contracts with
Microsoft Ireland, and increase the number of licenses that they had
purchased. This decision was made without a public call for tender,
making it impossible for competing suppliers to make offers of their own.
We asked the local government to rethink their decision [5] and accept
an offer of dialogue extended to them by local Free Software experts at
the GNU/Linux User Group Bolzano (LUGBZ). The local government has now
accepted LUGBZ's offer [6], and the first meeting is planned for the
beginning of August. Also in attendance shall be representatives from
the Free Software Center of TIS and the Free University of Bolzano.
== Linz - region for Free Software ==
In the Austrian city of Linz, Free Software is already the norm, and a
new scheme is being devised to crown it a 'Free Software Region'. Linz
City councillors recognise the social importance of Free Software, and
as a result are instigating a much wider programme of Free Software use
and promotion. Government officials have identified 7 key
characteristics [7 that an area should ulfil in order to merit the title
of Free Software Region. Amongst them: general public sector support for
Free Software, regular Free Software events together
with local companies and user groups, usage of Free Software in
universities, schools and other education bodies, as well as the
suggestion that public administration and organisations should
cooperation with Free Software organisations, or become members of them.
== Open Standards on the political agenda in Germany ==
Beside the progress of Free Software in the public sector, Open
Standards continue to be on the political agenda. In June, Thomas de
Maiziere, German Minister of Interior, demanded Open Standards for all
public IT systems [8], therefore supporting FSFE's long standing
demands. The minister's permanent secretary and IT Commissioner of the
German government, Cornelia Rogall-Grothe explained his position further
in an interview [9]: "only by using Open Standards can [the government]
obtain independence from software development
companies". She also recognised that "maximal interoperability can be
reached with open IT-Standards".
== Now available in English: AEIOU mnemonic for Open Standards ==
While publishing our press release Kai Eckert translated our
German AEIOU mnemonic for Open Standards into English [10]. We hope it
helps you to remember a clear and meaningful definition of the term Open
Standard. This definition requires formats and protocols to adhere to
the following rules:
- -Applicable (without restrictions): free from legal or
technical clauses that limit its utilisation by any party or in any
business model,
- Existing (implementations): available in multiple
complete implementations by competing vendors, or as a complete
implementation equally available to all parties.
- Independent (of a single vendor): managed and further
developed independently of any single vendor in a process open to the
equal participation of competitors and third parties
- Open (specification): subject to full public assessment
and use without constraints in a manner equally available to all partie
- Untainted (with dependencies to closed standards):
without any components or extensions that have dependencies on
formats or protocols that do not meet the definition of an Open
Standard themselves
== Get active: Help at local events ==
This month FSFE President Karsten Gerloff participated in local regional
events, including RMLL Bordeaux (France) [11] and
Free Software events in Vitoria, San Sebastian, and Bilbao in Basque
(Spain).
For organising such events we depend local volunteers. Help us to
introduce Free Software to people in your region:

-Add the ical calendar [12] to your own digital calender, and get
in contact with us if you can help at one of the events.

Ciao,
qualcuno conosce qualche ticket system open source che puo' lavorare
in combinazione
con le email.
Intendo che il thread di email e' collegato ad un ticket, gestito in
una banca dati. In modo
che i due siano collegati.
Per esempio se io spedisco una email a support@.... che questo apra un
ticket e risponda
con un url al ticket.
Poi nella parte web, se entro nel ticket vedo le email collegate.
Idee?

Non so Se avete visto ma venerdì era presente un articolo intervista al
dott. Poehl in cui affermava che il discorso fosse non e' chiuso e che e'
stato fatto uno studio per capire le funzionalità offerte da altri prodotti
e che alla fine la soluzione foss non era adeguata.
Forse si potrebbe contattare la redazione del giornale per far presente la
posizione del lugbz direttamente al giornale?

Buongiorno a tutti,
stiamo pensando di organizzare un incontro sulla tematica NoSQL nel
formato dell incontro "4 developers" svoltosi presso Peer Internet
Solutions sul tema Android.
Gli strumenti NoSQL sono dei database non relazionali di nuova
generazione che si sviluppano su hashtables distribuite piuttosto che
algebre relazioni su tabelle.
Alcuni esempi di questi strumenti sono Cassandra (Facebook, Apache
Foundation), BigTable (Google), Dynamo/SimpleDB (Amazon), Hbase (Yahoo,
Hadoop/Apache Foundation), CouchDB (Apache Foundation).
Personalmente ho avuto modo di lavorare con Cassandra ed Hbase ed ho
studiato BigTable e Dynamo (di cui esistono solo dei papers, tuttavia
HBase e Cassandra ne sviluppano il modello) e posso dare un contributo
in questo senso. Qualcuno vorrebbe contribuire alla tematica o ha delle
richieste/esigenze particolari?

Forse mi sbaglio, ma questa mi sembra solo un resoconto degli

Il consiglio comunale di Trento ha approvato stasera la mozione
Franceschini e altri "estendere ulteriormente l’utilizzo e la
promozione del software libero ed open-source e dei formati aperti,
nonché la partecipazione a progetti di software libero ed open-source
da parte del Comune di Trento" con 32 voti favorevoli, 0 contrari, 0
astenuti e 5 non votanti.
E un primo passo importante è stato fatto.
Ecco il testo del dispositivo approvato:
Il consiglio comunale di Trento impegna il Sindaco e la Giunta:
1. a proseguire ulteriormente nell'introduzione e nell'uso di
software FLOSS a tutti i livelli all'interno dell'amministrazione
comunale;
2. a prevedere la progressiva migrazione, quando economicamente e
tecnicamente possibile, entro il termine della presente consigliatura,
dal software di tipo proprietario al FLOSS, predisponendo e
presentando al Consiglio entro 12 mesi dall'approvazione della
presente mozione un apposito progetto con un'attenta valutazione dei
costi complessivi (inclusi i costi di uscita dalle soluzioni adottate)
e dei rischi, che includa fra i primi passi l'introduzione del
pacchetto software OpenOffice.org (per scrivere documenti,
presentazioni e fogli elettronici) e l'abbandono ove possibile del
software di produttività individuale proprietario;
3. a prevedere in sede di bando per l'assunzione di personale
tecnico informatico, quale titolo qualitativo, la conoscenza, da parte
dei nuovi assunti, dei sistemi operativi liberi, quali ad esempio GNU/
Linux e di altri software FLOSS;
4. a seguire le linee sopra elencate anche in occasione di acquisto
di software che avvenga congiuntamente a prodotti hardware;
5. ad adottare entro il termine della presente consigliatura, il
formato di dati standard aperto (ad esempio ODF Open Document Format e
PDF) quali formati per i documenti prodotti e gestiti all'interno e
verso l'esterno dell'amministrazione comunale, utilizzando come
riferimento non esclusivo il repertorio dei formati aperti (Art.68,
comma 4 del Decreto legislativo 7 marzo 2005, n. 82 “Codice dell'
Amministrazione Digitale.”), salvo ricorrano comprovate esigenze ad
impedirlo;
6. a promuovere l'uso dei medesimi formati aperti nella
comunicazione con l'amministrazione comunale;
7. a mettere a disposizione dei cittadini i moduli elettronici per
accedere ai servizi dell'amministrazione comunale in formato PDF e/o
ODF;
8. ad adottare soluzioni informatiche che assicurino
l'interoperabilità e la cooperazione applicativa e che consentano la
rappresentazione dei dati e documenti in più formati, di cui almeno
uno aperto, salvo che ricorrano peculiari, comprovate esigenze;
9. a programmare corsi di riqualificazione informatica del personale
per l'impiego di software libero;
10. a favorire e sostenere il riuso del software utilizzato
all'interno dell'amministrazione comunale ed in rete con le altre
amministrazioni pubbliche locali e favorendo il riutilizzo da parte di
altri del software prodotto internamente dal personale del Servizio
Sistema Informativo del Comune, anche sostenendo la partecipazione del
Sistema Informativo a progetti di software FLOSS;
11. a coordinarsi con altre amministrazioni pubbliche locali
realizzando sinergie al fine di sviluppare soluzioni in software
libero dividendone i costi;
12. ad incoraggiare e promuovere, anche per il tramite di
organizzazioni esperte e del sistema delle biblioteche comunali, la
conoscenza e l'uso del software libero tra le organizzazioni giovanili
e le istituzioni scolastiche del territorio;
13. ad inserire nelle direttive e negli indirizzi alle aziende
speciali e alle società controllate l'uso prevalente del software
libero;
14. a richiedere in particolare, in quanto azionista, alla società
partecipata Informatica Trentina S.p.A. analoghe, concrete e
misurabili azioni verso il FLOSS;
15. a favorire il riuso dell'hardware sia internamente
all'amministrazione comunale che nelle realtà associative di
volontariato;
16. a pubblicare, preferibilmente e ove possibile, il proprio
materiale cartaceo ed informativo prodotto, incluso il sito internet
comunale, o altri tipi di opere creative, indicando una delle sei
Licenze Pubbliche Creative Commons e riportandone sul materiale
prodotto il riferimento e l'utilizzo dello stesso secondo quanto
previsto dalle licenze;
17. a patrocinare l'annuale manifestazione di promozione del software
libero denominata Linux Day, che si tiene solitamente in autunno in
tutto il territorio italiano, intervenendo alla manifestazione locale
con il contributo dell'esperienza pratica ed innovativa svolta in
questo campo dal Comune di Trento.

Hallo liste,
Daniele hat mir den Job gegeben, dass auf der Site die Informationen von der Grillfete zu schreiben aber ich habe noch nicht die Moeglichkeit das zu machen (mein User ist nich "chef" :) ).
Kann jemand mir helfen?
Mit das moechte ich auch noch etwas fragen: ich habe eine gute Erfahrung mit KVM gemacht und ich moechte diese Erfahrung mit eine HOWTO veroeffentlichen.. was kann ich machen? ist es eine gute Idee eine Site in der LugBZ Website zu bilden?
